This bill states that an abortion may not be performed or induced without a woman's voluntary and informed consent, which
is given freely and without coercion. Consent to an abortion is voluntary and informed and given freely and without coercion,
if and only if, at least 24 hours prior to the abortion the physician who is to perform or induce the abortion, or a qualified
professional has presented to the woman in person printed materials provided by the department that explain alternatives to
abortion. The materials shall explain the alternatives to abortion and shall also include information on programs and services
available to pregnant women, including drug and alcohol testing and treatment.

This bill creates the Fund for the Reduction of Alcohol-Related Problems and Underage Drinking to be administered by the State
Treasurer. The fund will receive moneys through appropriations from taxes and fees for selling intoxicating liquor and from
private donations. Half of the moneys in the fund will be used for prevention and alcohol-related traffic safety and half
for treatment and recovery support of alcohol-related problems. Alcohol-related problems are specified, as well as services

in the form of gifts, donations, bequests or grants, and tax revenues received under this chapter and chapter 312, RSMo, from
the sale of alcohol as specified in subsection 7 of this section.

Child abuse is a Class C felony...If a person pleads guilty to or is found guilty of such offenses, the court shall order
a juvenile officer to take the child into protective custody immediately or as soon as reasonably possible after the birth
of the child if such child is unborn at the time of the plea or finding of guilt.
