Makes various changes concerning the reporting and investigation of allegations of child abuse and neglect. (BDR 38-333):Any person who is described in paragraph (a) of subsection who delivers or provides medical services to a newborn infant and
who, in his professional or occupational capacity, knows or has reasonable cause to believe that the newborn infant was born
affected by prenatal illegal substance abuse , prenatal abuse of other drugs or substances or prenatal abuse of alcohol or
has withdrawal symptoms resulting from such abuse, or has experienced other complications at birth as a result of such
abuse as determined by a physician, shall, as soon as reasonably practicable but not later than 24 hours after the person
knows or has reasonable cause to believe that the newborn infant is so affected or has such symptoms, notify a agency which
provides child welfare services of the condition of the infant...A notification and referral to an agency which provides child
welfare services pursuant to this subsection shall not be construed to require prosecution for any illegal action...
